Here, remember we add enough electrons to the surrounding elements so they follow the octet rule. So far, I've drawn 16 total valence electrons leaving us with 4. The remaining electrons have to go on the central element. Here, we're not drawing it the way it should be drawn because that's not what's most important. If we wanted to draw a bent or v shaped or angular, it would look more like this. Here we're just trying to see is it polar or nonpolar. Here we're gonna say this molecule is polar because this is not a perfect shape. The central element has lone pairs. Remember, to be a perfect shape and therefore nonpolar, your central element must have no lone pairs and the surrounding elements must be the same. Here, because selenium has lone pairs, it's a non perfect shape, and therefore, it's a polar molecule.
